commentedPage number flexibility generally. What if I want to have page 1 start on the fifth page after instructions? B

I'd like to be able to edit in PDF without discrepancies between the original version. The best end result. I need to add or delete one sentence, word, or paragraph without having a sudden error-type documentation box with strike-throughs. I hope to be able to do all of the edits and the other changes in formatting-- even if the default was to put some type of annotation, hopefully movable-- on each page. It would save rewriting someone else's version completely for a word or sentence change. The best would be if the font and size could be recognized or even in several common types and sizes.
(I'm talking about filing a lawsuit or response in court where all documents have to be in PDF format).
